Biography


Bill has spent 30 years volunteering for various Maitland boards and nonprofits. For the city he has served on the Lakes Advisory Board, Transportation Advisory Board, Community Redevelopment Area Advisory Board, and twice on the city’s Charter Review Commission. Additionally, he served as Maitland’s representative on MetroPlan CAC the regional transportation planning organization. In 2005, Bill was recognized as one of two Outstanding Citizen Volunteers in Maitland.

For the Audubon Center for Birds of Prey in Maitland, he served as the volunteer coordinator for Project Wingspread beginning in 1997. The effort enlarged and transformed the center into a modern rehabilitation and education center. Bill continued to serve on the center’s advisory board till 2024. In 2008, Bill joined the Art and History Museums-Maitland (A&H) board of directors. Bill served in various roles including President. His work has focused on ensuring Maitland’s history and J. Andre Smith’s Research Studios are preserved for future generations. One of his proudest moments was attending the presentation in Washington DC where the Department of Interior designated the Research Studio as a National Historic Landmark.

Background:

Bill’s 37-year-career encompassed working for both Civil Engineering and Landscape Architecture firms in Central Florida. His positions provided Bill first-hand knowledge in regards to land planning and infrastructure design for cities, counties, and FDOT. 

Bill is an Honorably Discharged Veteran serving 8-years on Active duty with the U. S. Air Force. Afterward, he worked for Rockwell International on the B-1 Bomber program while also serving with the Air Force Reserve. 

Bill and his wife, former councilmember Joan Randolph, married and settled in Maitland in 1989. Bill grew up in a military family moving every few years. Maitland is the longest he has lived in a single place.

Education:

Bill received a BS Degree from the University of Florida in 1982 where he majored in photo-journalism and minored in Florida History. He went on to earn a MA in Business Management from Webster University in 1985 while serving with the U. S. Air Force.
